The problem
Firm Financial Performance and Shareholder Value erodes when it is left to instinct instead of method.
You were taught the moves piecemeal, never the whole model.

The model
- 01High-Performance Work System (HPWS)
- 02HR Function Competencies
- 03HR Strategic Alignment
- 04Knowledge Management System
- 05Balanced Performance Measurement System
- 06Employee Strategic Focus
- 07Strategic Employee Behaviors
- 08HR Deliverables

Step 1 of 5 · High-Performance Work System (HPWS)
Evaluate HR practices in pairs and clusters for conflicts, never one program at a time.
Misconception
Practitioners believe an HPWS is achieved by adopting a checklist of 'best practices'—360 feedback, pay-for-performance, competency selection—each bolted on independently.
Reality
The performance gain comes from internal fit: a practice that is excellent in isolation destroys value if it rewards behaviors another practice punishes. The system, not the practice, is the unit of analysis.

Step 2 of 5 · HR Function Competencies
Diagnose HR competency across all five domains; a team strong only in delivery cannot build an HPWS.
Misconception
Practitioners assume that mastery of HR practice delivery—the technical craft of staffing, comp, and compliance—is the core competency that makes HR strategic.
Reality
Delivery competence is table stakes; the differentiating domains are knowledge of the business and personal credibility, because they are what earn HR the right to design strategy-linked systems in the first place.

Step 3 of 5 · HR Strategic Alignment
Solve external fit and internal consistency as two distinct tests, and don't let a strong score on one hide a failure on the other.
Misconception
Practitioners equate alignment with internal consistency—getting HR practices to reinforce each other—and treat that as the whole job.
Reality
Internal consistency without external fit produces a beautifully coordinated system pointed at the wrong target; both dimensions must hold, and external fit to the strategy implementation process is the harder, more decisive one.
Hr Scorecard Becker · Mike West, Editor · HR Leader Guide
Step 4 of 5 · Knowledge Management System
Judge the system by knowledge that reaches the point of use, not by volume captured.
Misconception
Practitioners treat knowledge management as a technology problem—install a repository or intranet and knowledge will flow.
Reality
A repository generates and stores knowledge but rarely distributes it to where decisions happen; the distribution mechanism—incentives, routines, and access at the point of work—is what actually feeds strategic focus.

Step 5 of 5 · Balanced Performance Measurement System
Structure measures along the causal flow of value creation, not by category count.
Misconception
Practitioners believe adding a handful of nonfinancial metrics to the financial dashboard makes the system 'balanced.'
Reality
Balance means the measures trace the causal chain of value creation—leading drivers connected to lagging outcomes—so people can see cause and effect; a random assortment of metrics without that logic is just a longer report.

The cheat sheet
- High-Performance Work System (HPWS)Evaluate HR practices in pairs and clusters for conflicts, never one program at a time.
- HR Function CompetenciesDiagnose HR competency across all five domains; a team strong only in delivery cannot build an HPWS.
- HR Strategic AlignmentSolve external fit and internal consistency as two distinct tests, and don't let a strong score on one hide a failure on the other.
- Knowledge Management SystemJudge the system by knowledge that reaches the point of use, not by volume captured.
- Balanced Performance Measurement SystemStructure measures along the causal flow of value creation, not by category count.
- Employee Strategic FocusTest strategic focus by whether employees can articulate their contribution and act on it, not by whether they've seen the strategy.
- Strategic Employee BehaviorsTarget the specific behaviors at value-chain leverage points, not undifferentiated effort.
- HR DeliverablesReport deliverables (capability outcomes), not doables (activity), to the executive team.
